Australia turns its back on Climate Science by NYT, Guardian News, agencies Australia turns its back on Climate Science. (NYT: Editorial) For decades, Australia has run an advanced and comprehensive atmosphere and ocean monitoring programs in the Southern Hemisphere, providing critical information not only for a nation that is already the driest on earth and fast getting drier, but also for a world in urgent need of such data to search for ways to cope with climate change. Last month, to the dismay of climate scientists around the world, Australia’s federally financed science agency — the Commonwealth Scientific and Industrial Research Organization, or Csiro — announced plans to shift its focus to commercially viable projects and cut or reassign 350 researchers. The decision, as more than 3,000 climate scientists have declared in an open letter to the Australian government, demonstrates a deplorable misunderstanding of the importance of basic research into what is arguably the greatest challenge facing the planet. Larry Marshall, a Silicon Valley technology entrepreneur and venture capitalist who returned to Australia to take charge of Csiro, claimed the change in the agency’s mission by saying that climate change was now a settled question. The decision did not come entirely out of the blue: Australia’s national climate policy has been in political flux for more than a decade, and in May 2014, Csiro’s budget was severely cut and almost 1,000 positions were eliminated. But climate scientists were stunned by the severity and illogic of Dr. Marshall’s decision. Long-term research on carbon dioxide levels in the atmosphere, and on changing ocean and weather processes, is essential to learn what lies ahead and how to prepare for it. Moreover, as the open letter from the scientists put it, Australia is a “canary in the climate change coal mine,” spanning different climate zones and experiencing steady decreases in rainfall. The cutbacks could also obstruct Australia’s role in supporting the landmark climate agreement reached in Paris in December, which, among other things, calls on scientifically advanced countries like Australia to assist developing countries with advice and support. Lead scientists from major United States organizations, including the National Oceanic and Atmospheric Administration and the NASA-sponsored Advanced Global Atmospheric Gases Experiment, have urged the Australian government to reverse course. At the very least, the government should suspend the changes at Csiro and allow an independent review of whether they are in the best interests of Australia, the Southern Hemisphere or the earth. (Guardian News) Jean Palutikof, director of national climate change adaptation research facility at Griffith University, said the CSIRO strategy of focusing on how Australia should adapt to and mitigate climate change, without studying what those changes were, was illogical. “Headless chickens comes to mind,” said Palutikof, who has worked with the UN on climate change adaptation. “How can you understand what you have to do if you don’t understand what you’re adapting to?” The letter signed by international scientists says the cuts will make the targets agreed to in Paris in December harder to achieve. It cites article 7.7.c of the Paris Accord, which directly calls for strengthening of scientific knowledge of climate change. “CSIRO’s decision to slash climate research capacity will severely curtail Australia’s capacity to deliver on key promises of the Paris agreement,” the letter says. It suggests the cuts will cost Australian society. “The societal benefits of climate science will far outweigh the likely high costs of reacting to future climate change instead of strategically planning for it.” It argues that cancelling CSIRO’s climate modelling work would end up costing the economy. “Without committing to the development of next generation climate modelling and climate monitoring, billions of dollars of public investment on long term infrastructure will be based on guesswork rather than on strategic and informed science-driven policy.” The letter says that if the CSIRO does proceed with the cuts, then the country urgently needs to find a new home for the capabilities that will be lost. “If these climate science research cuts at CSIRO proceed without being filled elsewhere, then Australia will not develop its capability to assess the accelerating risks associated with climate change.” Dave Schimel, chief adviser on carbon cycle science at NASA’s jet propulsion lab in California, was outraged by the cuts. “This is a national treasure for Australia,” he said. “From the perspective of an international scientist with a 30 year history of collaboration, this is a little like selling off the Library of Congress or the British Museum. “Historically, there have been two groups that have really been the heart and soul of climate science on the planet. This is one of them.. the international carbon community right now is in shock.” As the joint conference of the Australian Meteorological and Oceanographic Society and the Australian Research Council’s centre of excellence for climate system science began in Melbourne on Monday, scientists were meeting to register their disappointment in the cuts. “We’re hopeful that this capacity stays in Australia,” said Sarah Perkins-Kirkpatrick from the University of New South Wales, who helped to organise the protest. “The universities can’t pick that up, the bureau [of meteorology] can’t pick that up. So if worst comes to worst ... the next case is having the capacity in a different type of organisation... I’m not sure how that could happen.” More than 200 scientists donned arm-bands the blue of the CSIRO logo on Monday and staged a protest outside the conference in Melbourne on Monday to object to the cuts. Dr Peter Stott, who leads the Climate Monitoring and Attribution team at the UK Met Office, said the cuts would have a global impact. “It is very concerning that such a decision could be made because it shows a lack of understanding of what you need to do to get the information we need to mitigate or react to climate change,” Stott said. Stott said the suggestion by CSIRO chief executive Larry Marshall that the science of climate change was “settled” was “totally wrong.” “What we need to know now is how do we manage climate change,” Stott said. Melbourne University’s Professor David Karoly, who was one of the authors of the IPCC’s Fourth Assessment Report in 2007 and is a Climate Change Authority board member, said the cuts “directly impact Australia’s ability to meet its obligations under the Paris Accord”. Karoly said that Australia could not fulfil those obligations without the work of the CSIRO unless there was a significant investment in other organisations, such as the Bureau of Meteorology, to allow them to take over the work. Dr John Church, a CSIRO research fellow, said that the CSIRO had shirked its duty to the Australian people in announcing these cuts and that the only option was for another research organisation to step in. “This is a decision to cease all climate change research at CSIRO,” Church said, later clarifying by saying that an 80% cut to climate change research jobs was effectively ceasing all research. “This is are where the Australian people need active and ongoing science research into the future.” Prof Roger Jones, research fellow with the Victoria Institute of Strategic Studies and another IPCC author, said that the cuts would amount to losing 2,000 years of experience from climate change research in Australia. “We know from recent events around Australia that we can experience significant shifts in climate in short periods of time,” he said. “Understanding how these shifts come about could be worth billions of dollars to Australia.” The CSIRO’s decision to sack some 150 climate scientists is motivated by the intention to move the organisation’s focus from science done in the public good towards science that makes money for corporate partners, internal emails reveal of Larry Marshal''s management direction. There have been calls for Mr. Marshall to resign, questions raised over the Csiro board of management and the Federal Government''s ongoing political interference in climate science policies. The World Meteorological Organisation released an unprecedented statement condemning the decision. Are we about to witness the most unequal societies in history? by Yuval Noah Harari Guardian News - The Inequality Project Inequality goes back to the Stone Age. Thirty thousand years ago, bands of hunter-gatherers in Russia buried some members in sumptuous graves replete with thousands of ivory beads, bracelets, jewels and art objects, while other members had to settle for a bare hole in the ground. Nevertheless, ancient hunter-gatherer groups were still more egalitarian than any subsequent human society, because they had very little property. Property is a pre-requisite for long-term inequality. Following the agricultural revolution, property multiplied and with it inequality. As humans gained ownership of land, animals, plants and tools, rigid hierarchical societies emerged, in which small elites monopolised most wealth and power for generation after generation. Humans came to accept this arrangement as natural and even divinely ordained. Hierarchy was not just the norm, but also the ideal. How could there be order without a clear hierarchy between aristocrats and commoners, between men and women, or between parents and children? Priests, philosophers and poets all over the world patiently explained that, just as in the human body not all members are equal – the feet must obey the head – so also in human society, equality will bring nothing but chaos. In the late modern era, however, equality rapidly became the dominant value in human societies almost everywhere. This was partly due to the rise of new ideologies like humanism, liberalism and socialism. But it was also due to the industrial revolution, which made the masses more important than ever before. Industrial economies relied on masses of common workers, while industrial armies relied on masses of common soldiers. Governments in both democracies and dictatorships invested heavily in the health, education and welfare of the masses, because they needed millions of healthy labourers to work in the factories, and millions of loyal soldiers to serve in the armies. Consequently, the history of the 20th century revolved to a large extent around the reduction of inequality between classes, races and genders. The world of the year 2000 was a far more equal place than the world of 1900. With the end of the cold war, people became ever-more optimistic, and expected that the process would continue and accelerate in the 21st century. In particular, they hoped globalisation would spread economic prosperity and democratic freedom throughout the world, and that as a result, people in India and Egypt would eventually come to enjoy the same rights, privileges and opportunities as people in Sweden and Canada. An entire generation grew up on this promise. Now it seems that this promise was a lie. Globalisation has certainly benefited large segments of humanity, but there are signs of growing inequality both between and within societies. As some groups increasingly monopolise the fruits of globalisation, billions are left behind. Even more ominously, as we enter the post-industrial world, the masses are becoming redundant. The best armies no longer rely on millions of ordinary recruits, but rather on a relatively small number of highly professional soldiers using very high-tech kit and autonomous drones, robots and cyber-worms. The same thing might soon happen in the civilian economy, too. As artificial intelligence (AI) outperforms humans in more and more skills, it is likely to replace humans in more and more jobs. True, many new jobs might appear, but that won’t necessarily solve the problem. Humans basically have just two types of skills – physical and cognitive – and if computers outperform us in both, they might outperform us in the new jobs just as in the old ones. Consequently, billions of humans might become unemployable, and we will see the emergence of a huge new class: the useless class. This is one reason why human societies in the 21st century might be the most unequal in history. And there are other reasons to fear such a future. With rapid improvements in biotechnology and bioengineering, we may reach a point where, for the first time in history, it becomes possible to translate economic inequality into biological inequality. Biotechnology will soon make it possible to engineer bodies and brains, and to upgrade our physical and cognitive abilities. However, such treatments are likely to be expensive, and available only to the upper crust of society. Humankind might consequently split into biological castes. Throughout history, the rich and the aristocratic always imagined they had superior skills to everybody else, which is why they were in control. As far as we can tell, this wasn’t true. The average duke wasn’t more talented than the average peasant: he owed his superiority only to unjust legal and economic discrimination. However, by 2100, the rich might really be more talented, more creative and more intelligent than the slum-dwellers. Once a real gap in ability opens between the rich and the poor, it will become almost impossible to close it. The two processes together – bioengineering coupled with the rise of AI – may result in the separation of humankind into a small class of superhumans, and a massive underclass of “useless” people. Here’s a concrete example: the transportation market. Today there are many thousands of truck, taxi and bus drivers in the UK. Each of them commands a small share of the transportation market, and they gain political power because of that. They can unionise, and if the government does something they don’t like, they can go on strike and shut down the entire transportation system. Now fast-forward 30 years. All vehicles are self-driving. One corporation controls the algorithm that controls the entire transport market. All the economic and political power which was previously shared by thousands is now in the hands of a single corporation, owned by a handful of billionaires. Once the masses lose their economic importance and political power, the state loses at least some of the incentive to invest in their health, education and welfare. It’s very dangerous to be redundant. Your future depends on the goodwill of a small elite. Maybe there is goodwill for a few decades. But in a time of crisis – like climate catastrophe – it would be very tempting, and easy, to toss you overboard. In countries such as the UK, with a long tradition of humanist beliefs and welfare state practices, perhaps the elite will go on taking care of the masses even when it doesn’t really need them. The real problem will be in large developing countries like India, China, South Africa or Brazil. These countries resemble a long train: the elites in the first-class carriages enjoy healthcare, education and income levels on a par with the most developed nations in the world. But the hundreds of millions of ordinary citizens who crowd the third-class cars still suffer from widespread diseases, ignorance and poverty. What would the Indian, Chinese, South African or Brazilian elite prefer to do in the coming century? Invest in fixing the problems of hundreds of millions of useless poor – or in upgrading a few million rich? In the 20th century, the elites had a stake in fixing the problems of the poor, because they were militarily and economically vital. Yet in the 21st century, the most efficient (and ruthless) strategy may be to let go of the useless third-class cars, and dash forward with the first class only. In order to compete with South Korea, Brazil might need a handful of upgraded superhumans far more than millions of healthy but useless labourers. Consequently, instead of globalisation resulting in prosperity and freedom for all, it might actually result in speciation: the divergence of humankind into different biological castes or even different species. Globalisation will unite the world on a vertical axis and abolish national differences, but it will simultaneously divide humanity on a horizontal axis. From this perspective, current populist resentment of “the elites” is well-founded. If we are not careful, the grandchildren of Silicon Valley tycoons might become a superior biological caste to the grandchildren of hillbillies in Appalachia. There is one more possible step on the road to previously unimaginable inequality. In the short-term, authority might shift from the masses to a small elite that owns and controls the master algorithms and the data which feed them. In the longer term, however, authority could shift completely from humans to algorithms. Once AI is smarter even than the human elite, all humanity could become redundant. What would happen after that? We have absolutely no idea – we literally can’t imagine it. How could we? A super-intelligent computer will by definition have a far more fertile and creative imagination than that which we possess. Of course, technology is never deterministic. We can use the same technological breakthroughs to create very different kinds of societies and situations. For example, in the 20th century, people could use the technology of the industrial revolution – trains, electricity, radio, telephone – to create communist dictatorships, fascist regimes or liberal democracies. Just think about North and South Korea: they have had access to exactly the same technology, but they have chosen to employ it in very different ways. In the 21st century, the rise of AI and biotechnology will certainly transform the world – but it does not mandate a single, deterministic outcome. We can use these technologies to create very different kinds of societies. How to use them wisely is the most important question facing humankind today.
