(UN News) Rising seas pose “unthinkable” risks to billions around the world, with profound implications for security, international law, human rights and the very fabric of societies, senior officials told the UN Security Council, as members held their first-ever debate on the phenomenon’s global implications. “The impact of rising seas is already creating new sources of instability and conflict,” said UN Secretary-General António Guterres, who opened the meeting. Noting that some nations’ coastlines have already seen triple the average rate of sea level rise, he warned that, in the coming decades, low-lying communities – and entire countries – could disappear forever. “We would witness a mass exodus of entire populations on a biblical scale, and we would see ever-fiercer competition for fresh water, land and other resources,” he warned. Describing sea level rise as a threat multiplier, the Secretary-General said the phenomenon also jeopardizes access to water, food and healthcare. Meanwhile, saltwater intrusion can decimate jobs and entire economies in industries like agriculture, fisheries and tourism, and it can damage or destroy vital infrastructure, such as transportation systems, hospitals and schools. According to recently released data from the World Meteorological Organization (WMO), global average sea levels have risen faster since 1900 than over any preceding century in the last 3,000 years. It warns that, even if global warming is “miraculously” limited to 1.5 degrees, the planet will still see a sizeable rise in sea water levels. Mr. Guterres warned the Security Council that, under any temperature rise scenario, countries from Bangladesh to China, India and the Netherlands will all be at risk. Mega-cities on every continent will face serious impacts, including Lagos, Bangkok, Mumbai, Shanghai, London, Buenos Aires and New York. The danger is especially acute for some 900 million people living in coastal zones at low elevations – one out of every ten people on earth. Devastation is already evident in many parts of the world, he said, noting that rising seas have decimated livelihoods in tourism and agriculture across the Caribbean. Sea level rise and other climate impacts are already forcing people to relocate in Fiji, Vanuatu, the Solomon Islands and elsewhere. Against that backdrop, he called for action on several fronts, including broadening the global community’s understanding of the root causes of insecurity, and addressing the impacts of rising seas across legal and human rights frameworks. “People’s human rights do not disappear because their homes do,” he stressed. Csaba Korosi, the current President of the UN General Assembly, also addressed the Council, recalling that climate change – “the greatest challenge of our generation” – was the issue most raised by world leaders during the Assembly’s last high-level debate. Citing projections that 400 million people will likely need new homes in new locations in fewer than 80 years, he also warned of devastating impacts for the world’s “breadbaskets,” especially fertile deltas along the Nile, Mekong and other rivers. Also addressing the Security Council was Coral Pasisi, Director of Climate Change of the Pacific Community and President of the non-governmental organization, Tofia Niue. She warned that, by 2050 – “within the lifetime of our children and grandchildren” – sea level rise will have exceeded at least one metre for most small island developing States, a shift that will last for thousands of years. Listing severe impacts already facing communities today, from coral reef bleaching to salt water intrusion, she decried the international community’s continued flouting of responsibility and impunity in failing to act to stop climate change. “This is a security issue of paramount importance to the Pacific Region,” she said, emphasizing that the security fallout of unaddressed sea level rise will fall directly under the Council’s remit. (Guardian News) Startling heatwaves at both of Earth’s poles are causing alarm among climate scientists, who have warned the “unprecedented” events could signal faster and abrupt climate breakdown. Temperatures in Antarctica reached record levels at the weekend, an astonishing 40C above normal in places. At the same time, weather stations near the north pole also showed signs of melting, with some temperatures 30C above normal, hitting levels normally attained far later in the year. At this time of year, the Antarctic should be rapidly cooling after its summer, and the Arctic only slowly emerging from its winter, as days lengthen. For both poles to show such heating at once is unprecedented. The rapid rise in temperatures at the poles is a warning of disruption in Earth’s climate systems. Last year, in the first chapter of a comprehensive review of climate science, the Intergovernmental Panel on Climate Change warned of unprecedented warming signals already occurring, resulting in some changes – such as polar melt – that could rapidly become irreversible. The danger is twofold: heatwaves at the poles are a strong signal of the damage humanity is wreaking on the climate; and the melting could also trigger further cascading changes that will accelerate climate breakdown. As polar sea ice melts, particularly in the Arctic, it reveals dark sea that absorbs more heat than reflective ice, warming the planet further. Much of the Antarctic ice covers land, and its melting raises sea levels. Scientists warned that the events unfolding were “historic”, “unprecedented” and “dramatic”. Michael Mann, director of the Earth System Science Centre at Pennsylvania State University, said the extreme weather being recorded was exceeding predictions to a worrying extent. “The warming of the Arctic and Antarctic is cause for concern, and the increase in extreme weather events – of which these are an example – is a cause for concern as well,” he said. “The models have done a good job projecting the overall warming, but we’ve argued that extreme events are exceeding model projections. These events drive home the urgency of action.” The latest unprecedented weather patterns follow a series of alarming heatwaves in 2021, most notably in the US Pacific north-west, where previous records were shattered by several degrees as temperatures climbed close to 50C. Mark Maslin, professor of earth system science at University College London, said: “I and colleagues were shocked by the number and severity of the extreme weather events in 2021 – which were unexpected at a warming of 1.2C. Now we have record temperatures in the Arctic which, for me, show we have entered a new extreme phase of climate change much earlier than we had expected.” The Associated Press reported that one weather station in Antarctica beat its all-time record by 15C, while another coastal station used to deep freezes at this time of year was 7C above freezing. In the Arctic, meanwhile, some parts were 30C warmer than average. Climate change is a threat to human wellbeing and the health of the planet by Intergovernmental Panel on Climate Change (IPCC) 28 Feb. 2022 (IPCC News) Human-induced climate change is causing dangerous and widespread disruption in nature and affecting the lives of billions of people around the world, despite efforts to reduce the risks. People and ecosystems least able to cope are being hardest hit, said scientists in the latest Intergovernmental Panel on Climate Change (IPCC) report, released today. “This report is a dire warning about the consequences of inaction,” said Hoesung Lee, Chair of the IPCC. “It shows that climate change is a grave and mounting threat to our wellbeing and a healthy planet. Our actions today will shape how people adapt and nature responds to increasing climate risks.” The world faces unavoidable multiple climate hazards over the next two decades with global warming of 1.5°C (2.7°F). Even temporarily exceeding this warming level will result in additional severe impacts, some of which will be irreversible. Risks for society will increase, including to infrastructure and low-lying coastal settlements. The Summary for Policymakers of the IPCC Working Group II report, Climate Change 2022: Impacts, Adaptation and Vulnerability was approved on February 27 2022, by 195 member governments of the IPCC. Urgent action required to deal with increasing risks Increased heatwaves, droughts and floods are already exceeding plants’ and animals’ tolerance thresholds, driving mass mortalities in species such as trees and corals. These weather extremes are occurring simultaneously, causing cascading impacts that are increasingly difficult to manage. They have exposed millions of people to acute food and water insecurity, especially in Africa, Asia, Central and South America, on Small Islands and in the Arctic. To avoid mounting loss of life, biodiversity and infrastructure, ambitious, accelerated action is required to adapt to climate change, at the same time as making rapid, deep cuts in greenhouse gas emissions. So far, progress on adaptation is uneven and there are increasing gaps between action taken and what is needed to deal with the increasing risks, the new report finds. These gaps are largest among lower-income populations. “This report recognizes the interdependence of climate, biodiversity and people and integrates natural, social and economic sciences more strongly than earlier IPCC assessments,” said Hoesung Lee. “It emphasizes the urgency of immediate and more ambitious action to address climate risks. Half measures are no longer an option.” Safeguarding and strengthening nature is key to securing a liveable future There are options to adapt to a changing climate. This report provides new insights into nature’s potential not only to reduce climate risks but also to improve people’s lives. “Healthy ecosystems are more resilient to climate change and provide life-critical services such as food and clean water”, said IPCC Working Group II Co-Chair Hans-Otto Portner. “By restoring degraded ecosystems and effectively and equitably conserving 30 to 50 per cent of Earth’s land, freshwater and ocean habitats, society can benefit from nature’s capacity to absorb and store carbon, and we can accelerate progress towards sustainable development, but adequate finance and political support are essential.” Scientists point out that climate change interacts with global trends such as unsustainable use of natural resources, growing urbanization, social inequalities, losses and damages from extreme events and a pandemic, jeopardizing future development. “Our assessment clearly shows that tackling all these different challenges involves everyone – governments, the private sector, civil society – working together to prioritize risk reduction, as well as equity and justice, in decision-making and investment,” said IPCC Working Group II Co-Chair Debra Roberts. “In this way, different interests, values and world views can be reconciled. By bringing together scientific and technological know-how as well as Indigenous and local knowledge, solutions will be more effective. Failure to achieve climate resilient and sustainable development will result in a sub-optimal future for people and nature.” Cities: Hotspots of impacts and risks, but also a crucial part of the solution This report provides a detailed assessment of climate change impacts, risks and adaptation in cities, where more than half the world’s population lives. People’s health, lives and livelihoods, as well as property and critical infrastructure, including energy and transportation systems, are being increasingly adversely affected by hazards from heatwaves, storms, drought and flooding as well as slow-onset changes, including sea level rise. “Together, growing urbanization and climate change create complex risks, especially for those cities that already experience poorly planned urban growth, high levels of poverty and unemployment, and a lack of basic services,” Debra Roberts said. “But cities also provide opportunities for climate action – green buildings, reliable supplies of clean water and renewable energy, and sustainable transport systems that connect urban and rural areas can all lead to a more inclusive, fairer society.” There is increasing evidence of adaptation that has caused unintended consequences, for example destroying nature, putting peoples’ lives at risk or increasing greenhouse gas emissions. This can be avoided by involving everyone in planning, attention to equity and justice, and drawing on Indigenous and local knowledge. A narrowing window for action Climate change is a global challenge that requires local solutions and that’s why the Working Group II contribution to the IPCC’s Sixth Assessment Report (AR6) provides extensive regional information to enable Climate Resilient Development. The report clearly states Climate Resilient Development is already challenging at current warming levels. It will become more limited if global warming exceeds 1.5°C (2.7°F). In some regions it will be impossible if global warming exceeds 2°C (3.6°F). This key finding underlines the urgency for climate action, focusing on equity and justice. Adequate funding, technology transfer, political commitment and partnership lead to more effective climate change adaptation and emissions reductions. “The scientific evidence is unequivocal: climate change is a threat to human wellbeing and the health of the planet. But all countries are affected, he said. "Our atmosphere today is on steroids, doped with fossil fuels. This is already leading to stronger, longer, and more frequent extreme weather events. Climate change-induced disasters come with high human and economic impacts," said Prof. Taalas. "Humanity has spent centuries treating nature like its worst enemy. The truth is that nature can be our saviour – but only if we save it first, said UNEP Executive Director Inger Andersen.
